Incidents, Arrests, Citations, and MORE

Incidents:

March 5 the LCSO completed an investigation regarding a child not attending school. The parent was interviewed and a report is being submitted to the prosecuting attorney for consideration of charge. The LCSO was assisted by the Juvenile Office-Livingston County and Southwest School.

March 5 the LCSO completed a 3 week investigation of alleged Financial Exploitation of the Elderly/Disabled in rural Livingston County. The report was submitted to the prosecuting attorney for consideration of charges.

March 6 the LCSO began an investigation of Identity Theft/Fraud for a citizen who learned their income tax returned was being intercepted by the IRS for default on a student loan. Further investigation revealed the victim’s identity may have been compromised in 2008 at the time of the student loan.

March 7 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office regarding reported harassment involving 2 students at CHS. Juvenile Officer and Parent(s) were notified and the final report is being submitted to the juvenile authorities for consideration.

March 8 Deputy Mueller and K-9 Zaki were summoned to a location in Chillicothe by the police department. Zaki indicated presence of controlled substance at 2 locations and the suspect was arrested by the CPD on another violation.

March 9 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office regarding 2 juveniles allegedly in possession of or sending inappropriate photos on their cell phones. Parent(s) and Juvenile Officer met at the school and the investigation continued. Allegedly Snap Chat was used by one or more of the students. Report is being submitted to the juvenile office.

March 13 the LCSO investigated a report of domestic violence and learned that no criminal act took place.

March 15 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office of harassment at the Chillicothe High School between 2 juveniles. Inappropriate pictures were allegedly shown by one juvenile to one or more other students and improper comment was made to another juvenile. Parent(s) have been notified and were present with the juvenile officer, and school officials are following their administrative policy.

March 17 an investigation began in Chula where unknown person(s) stole a quantity of 2x4 and 2x6 lumber and 20 siding boards from private property. Investigation is continuing.

March 21 the LCSO investigated a complaint of trash dumping on Route V just outside the City of Chillicothe. A Chillicothe man was cited for the alleged littering violation.

 

Arrests:

March 14 the LCSO serve a Livingston County arrest warrant on Tylee Alisa Wheelbarger, 34, Chillicothe for alleged Probation Violation on original conviction of class C felony Possession of Controlled Substance. Ms. Wheelbarger was transferred to the Daviess Dekalb County Regional Jail.

March 16 the LCSO served a Livingston County warrant on Timothy Stanley Anderson, 62, Dawn for alleged Violation of Bond Conditions on original charge of class D felony DWI-Alcohol-Persistent Offender. Mr. Anderson was transferred to the Daviess Dekalb County Regional Jail in lieu of $15,000 bond.

 

Citations:

March 5 a Utica driver was cited for Failing to Register a Motor Vehicle with Department of Revenue.

March 7 a deputy issued an Illinois driver a speeding citation for 82 in a 65 on U.S. 36 at Liv 269.

March 10 a deputy issued a Washington State driver a speeding citation for 83 in a 65 on U.S. 36 and Highway D.

March 10 a deputy issued a Kansas City driver a speeding citation for 89 in a 65 on U.S. 36 at Highway CC.

March 11 a deputy issued an Independence MO driver a speeding citation for 86 in a 65 on U.S. 36 at the Grand River.

March 13 a deputy issued an Iowa driver a speeding citation for 82 in a 60 on U.S. 65 at Chula Junction.

March 18 a deputy issued a Tennessee driver a speeding citation for 83 in a 65 on U.S. 36 at Liv 408.

March 18 a deputy issued an Illinois driver a speeding citation for 90 in a 65 on U.S. 36 at the Grand River.

March 19 a deputy issued a Mooresville driver a citation for a stop sign violation at Highway D and U.S. 36.

March 20 a deputy issued an Illinois driver a speeding citation for 82 in a 65 on U.S. 36 at Liv 261.

March 20 a deputy issued an Arkansas driver a speeding citation for 82 in a 60 on U.S. 65 south of U.S. 36.

 

Additional Information:

Week of March 15 Sheriff Steve Cox attended the Missouri Sheriffs’ Association Spring Training Conference for mandated training hours.

During 2 days last week the LCSO was required to have one or more deputies stand by at a location along Route V just outside the City of Chillicothe as a Court order was executed on a civil matter and debris was removed from the property.

Currently the LCSO has 24 people in custody at the Daviess Dekalb County Regional Jail, 6 of which are female detainees.

March 22 a MSHP Trooper brought in a Kansas driver to post bond for excessive speed of 102 in a 65 on U.S. 36.

The LCSO has various other on-going investigations and has remained busy assisting other agencies, Court security, and other legal requirements.
