Incidents, Arrests, and MORE Public Information

Incidents:

July 10 the LCSO responded to the 3000 block of Polk Street on a report a vehicle had struck a mailbox and left the scene. Investigation resulted in deputies making contact with an adult male at a nearby residence. Further investigation resulted in the arrest of Michael Eugene Schneider, 67, Chillicothe, for alleged Driving While Intoxicated, Carless and Imprudent Driving, and Leaving the Scene of an Accident. Mr. Schneider is scheduled to appear in Court on August 17, 2016.

July 10 the LCSO began an investigation of reported possible child abuse in Wheeling. The scene investigation and statements were consistent with accidental minor injury by the child. No crime was committed.

July 13 a deputy responded to a call of a careless and imprudent driver on U.S. 36 as the caller(s) reported a certain vehicle nearly striking multiple vehicles. The deputy located and stopped the suspect vehicle on U.S. 36 near Chillicothe. The investigation resulted in the arrest of Amanda J. Schreiner, 42, Laclede for alleged DWI-Drugs and Carless and Imprudent Driving. Ms. Schreiner is scheduled to appear in Livingston County Associate Court on August 17.

July 15 a citizen reported being parked at the Livingston County Fair Grounds and unknown person removed and stolen their hitch on the back of the pickup. Investigation continues.

July 17 the LCSO began an investigation at a storage facility just outside of Chillicothe. A citizen reported their locker had been broken into and items removed. Investigation continues.

July 18 the LCSO began an investigation on a report of theft of an air compressor and power washer from a residence north west of Chillicothe. Investigation has developed a suspect and is continuing.

July 19 the LCSO investigated a report of a juvenile female walking on 65 highway. Investigation shows family disagreement over family matter. No crime was committed.

July 20 the LCSO investigated a dog bite to a child in Ludlow. The victim as treated for minor injury and the dog owner was present with information. The Livingston County Health Center was contacted as required.

July 20 the LCSO investigated reports of harassment and peace disturbance amongst family members in Utica. The investigation file will be reviewed by the prosecuting attorney for consideration.

July 21 the LCSO investigated a reported domestic violence situation in Ludlow. No arrests were made as no crime took place. Parties separated for the night.

July 22 the LCSO began an investigation of burglary and theft where suspect(s) entered an outbuilding and removed a John Deere cordless grease gun and charger. The suspect(s) gathered additional items but did not take those. The Investigation continues.

July 22 the LCSO was summoned to Wheeling where a mailbox was destroyed. Additional evidence was seized and the investigation continues.

July 23 the LCSO began an investigation of theft of property from a rural address where unknown persons removed a vehicle battery, halogen light stand, and other items. Investigation continues.

July 24 the LCSO began an investigation of a reported assault in Ludlow. Investigation shows juvenile male was approached by adult male over comments the juvenile had reportedly been making about the adult. The juvenile allegedly continued with certain comments to the adult when the suspect punched the juvenile. Investigation continues and report being submitted to the prosecuting attorney and juvenile office for consideration of charges.

July 26 the LCSO began an investigation on a reported rape. Interviews and evidence collection have taken place. We are continuing with the investigation which also will include forensic evidence examination.

July 28 the LCSO assisted a trooper who located a stolen vehicle and trailer along with two suspects. The LCSO transported one person under arrest to the Chillicothe Police Department as the stolen vehicle was reported to that organization.

The LCSO has received several calls on various scams ranging from pretending to by a grandchild in need of help to you just won a clearinghouse give-a-way. These criminals are persistent, with some even becoming extremely rude and profane when they do not get their way. The good news is we are unaware of any recent victims who are out money from these scams. If you have lost money you should immediately report this to your nearest law enforcement agency.

 

Arrests:

July 12 the LCSO arrested Shawna Frye, 24, Brookfield, on a Livingston County arrest warrant for alleged Probation Violation on an original conviction of class C felony Possession of a Controlled Substance. Bond was denied by the Court and Ms. Frye was transferred to the Daviess Dekalb County Regional Jail.

July 18 a deputy made a traffic stop and arrested Scott Elliott Robinson, 36, on a Livingston County arrest warrant for alleged Failing to Obey a Judge’s Order on original class c felony Passing Bad Check. Mr. Robinson was also cited for alleged Driving While Suspended and turned over to the Daviess Dekalb County Detention Staff.

 

Additional Information:

This month the LCSO has been very busy with court and court security with several law days, multiple floors of court, and over 29 detainees appearing before judges in the courthouse.

July 12 Sheriff Cox attended the Utica town meeting where area information was exchanged with those in attendance.

July 13 Sheriff Cox attended the Wheeling town meeting where area information was exchanged.

The LCSO recently received court orders to cause Gary Calvert, 21, Chillicothe to be transported to the Missouri Department of Corrections on a Burglary 2nd conviction- 5 year sentence.

 

July 19 the LCSO had a staff meeting at the office. Area issues, policies, procedures, and enforcement was discussed with the staff.

 

To protect the name of the individual we will only report this happened within the last several weeks. A LCSO deputy was executing an arrest warrant on an adult male in a public location. The wanted person quickly started stripping for the deputy. The suspect was ordered to stop and his reply was he only wanted law enforcement to know he was not up to anything. (It is one thing to be compliant with a law enforcement officer, but there is never a need to perform such an act.)

 

Currently the LCSO has 26 detainees in the Daviess Dekalb County Regional Jail, 11 of which are female.

Citations:

4 speeding citations were issued recently on U.S. 36 with the slowest being 82 in a 65 and fastest being 90 in a 65.

July 13 a deputy stopped a vehicle for a violation on Matson at St. Louis in Utica and issued the 39 year old man a citation for Driving While Suspended.

July 15 a deputy stopped a Utica resident and issued a citation for Operating a Vehicle without a Valid Driver’s License.

July 19 a Chillicothe woman was cited for failing to proceed with caution when approaching emergency vehicle displaying emergency lights.

July 27 a Utica man was cited for alleged Driving While Suspended/Revoked.
