Incidents, Arrests, and MORE Information

Incidents:

 

January 09 the LCSO investigated a report of a dog being tied to a tree and not provided any type of shelter at a residence on Liv 529. Deputy Leadbetter spoke with the animal caretaker and issued a summons for animal abuse and requested the dog be kept indoors until adequate shelter could be provided outdoors.   Follow-up investigation will take place.

January 12 School Resource Officer/Deputy Sheriff Mike Lewis filed a report with the LCSO regarding an investigation of alleged Possession of Intoxicants by a Minor on School Property. Evidence was seized and parent(s), school officials, and juvenile authorities have been notified and interviews have taken place. Incident file was submitted to the juvenile office for consideration.

January 13 a deputy investigated report of dogs running at large and attempting to kill poultry and livestock. Deputy attempted to contact animal owner. Report being submitted to Livingston County Prosecuting Attorney for consideration of charges as this is reportedly a continuing issue.

January 13 LCSO staff responded to a reported domestic disturbance where a person was armed with a knife and attempting suicide. Investigation revealed alcoholic beverages, prescription medication, and other issues played a role in this incident. No one was injured and the investigation resulted in the person being tended to at a hospital and a 96-hour order subsequently being served and person transported for additional treatment.

January 16 LCSO deputies were summoned to Ludlow regarding a reported domestic assault. Investigation shows one person allegedly choked and assaulted. Officers arrested Hunter Cole Byler, 17, Ludlow for alleged felony assault. Mr. Byler allegedly refused to comply with repeated requests from deputies to submit to arrest and he refused. Mr. Byler was subsequently handcuffed, patted down, and placed in a patrol car without assistance from Mr. Byler. Subject has since been charged with felony assault in 2nd degree in Livingston County Associate Circuit Court and remains incarcerated in DDCRJ in lieu of bond.

January 19 LCSO began an investigation of a registered sex offender allegedly not reporting social media sites used online. Suspect was interviewed and report is being submitted to prosecuting attorney for consideration of charges.

January 20 the LCSO began an investigation of the theft of a 2005 KX250F Kawasaki Dirt Bike being pea green in color from a location on Liv 387. The theft took place as early as late October. LCSO is trying to determine if that motorcycle was stolen the same time 2 other known burglaries happened in the general area. Investigation continues.

January 20 the LCSO began an investigation of alleged animal neglect in the North West part of Livingston County where certain livestock were reportedly not being properly cared for. Investigation is continuing.

January 20 the LCSO began an investigation of forgery after a local citizen sent an out of state family member or friend a check in the mail. That bank account has subsequently been drained of over $1,000 dollars. Investigation is continuing and information is being shared with the out of state agency with jurisdiction.

January 20 an investigation began regarding alleged domestic physical threats, phone harassment, and peace disturbance. Various evidence was recovered and all parties have been interviewed. Incident report will be submitted to prosecuting attorney for consideration.

 

Arrests:

January 08 the LCSO served a Livingston County arrest warrant on Dennis Richard Thomas, 33, Chula, for alleged Animal Neglect. Mr. Thomas was unable to post bond and transferred to the Daviess Dekalb County Regional Jail.

January 11 a deputy stopped a vehicle for a license plate violation and subsequent arrested Tonya Elizabeth Sanders, 28, Chula, on a Bates County arrest warrant for alleged failure to appear in court on an original charge of a child restraint violation. Ms. Sanders posted bond at the LCSO and was released pending court appearance.

January 11 a deputy served a Livingston County arrest warrant on Haley Dawn Littleton, 20, Chillicothe, for alleged class A misdemeanor Theft/Stealing property or services less than $500. Bond was originally set by the Court at $2,500 and Ms. Littleton subsequently posted bond and was released pending next court appearance.

January 12 LCSO deputy served 2 Livingston County arrest warrants on Michael Clayton Breeden, 26, Chillicothe, for alleged Failure to Obey a Judge’s Order on Pay or Appear and bond was set at $148 dollars the second warrant was for alleged Failure to Obey a Judge’s Order on Pay or Appear and bond was set at $321.50 on that warrant. Mr. Breeden was taken to the LCSO where he subsequently posted bond and was released.

January 13 the LCSO served a Livingston County arrest warrant on Junior Lee Forrest Johnson, 27, Chillicothe, for alleged Probation Violation on original conviction of class A misdemeanor Resisting/Interfering with Arrest. Bond was set at $25,000 and Mr. Johnson was transferred to DDCRJ in lieu of bond.

January 13 the LCSO staff served 2 Livingston County arrest warrant on Jeffrey Lee Anderson, 49, Chillicothe, for alleged failure to pay or appear on a Judge’s order. Mr. Anderson was transferred to DDCRJ in lieu of $283 bond.

January 13 LCSO deputy served a Livingston County arrest warrant on Tyrone E. Periman, 46, Utica, for alleged Failure to Appear in Court on a seat belt violation. Mr. Periman posted bond and was released.

January 13 LCSO deputies served a Livingston County arrest warrant on Susan Elaine Mobley, 56, Utica, for alleged class C felony Tampering with a Motor Vehicle. Ms. Mobley posted bond and was released pending next court appearance.

January 13 the LCSO served a Livingston County arrest warrant when Franklin D. Hood, 32, Hamilton surrendered at the LCSO. Mr. Hood posted $100 bond on the alleged failing to appear in court on a child restraint violation.

January 14 the LCSO served a Livingston County arrest warrant when Emiliano Vallejo Alvarez, 38, Savannah Georgia, surrendered to the LCSO for alleged class C felony Assault in 2nd Degree. Mr. Alvarez posted $5,000 bond and was released pending court appearance on January 20.

January 14 about 4:10 a.m. LCSO deputies assisted the Chillicothe Police Department on a stolen vehicle investigation. Subsequent investigation lead 2 deputies and a CPD officer to a residence in the 400 block of South State Street in Wheeling. Consent to search was obtained and officers found Dylan Lewis Hulett, 18, Lock Springs inside a room of the home. Mr. Hulett was arrested on 5 Livingston County arrest warrants for alleged class A felony Drug Distribution Near Park with bond set at $50,000, class A felony Drug Distribution Near a Park bond set at $25,000, misdemeanor failing to appear in Court on a traffic violation with bond of $1,000 cash, misdemeanor Failure to Appear in Court with bond at $200, and Misdemeanor traffic offense warrant with bond set at $1,000. Mr. Hulett was transferred to DDCRJ in lieu of bond.

January 16 a deputy served a Livingston County arrest warrant on Blaze Morgan Hussey, 21, Avalon, for alleged Probation Violation on a class C felony drug charge. The court denied bond and Mr. Hussey was transferred to DDCRJ.

 

Other Information:

January 21 the LCSO has 43 detainees in the Daviess Dekalb County Regional Jail with 9 being female.
